A new tramway for Turku in Finland

The Finnish city of Turku is preparing for one of the largest infrastructure projects in its modern history: the construction of a new tramway system. After years of planning and extensive political debate, the city council approved the project in May 2026. The first tram services are expected to begin operating in 2033. The aim of the project is not only to improve public transport, but also to support long-term urban development and promote sustainable mobility.

Background of the Project

Turku has a historical connection to tram transport. The city operated a metre-gauge tram network from the late nineteenth century until 1972, after which the entire system was replaced by buses. However, with rapid population growth and increasing urbanisation, the idea of reintroducing a modern tram system gradually regained support.

The new, standard-gauge tramway is intended to become the backbone of public transport in Turku while also encouraging the development of new residential and commercial districts. Several new neighbourhoods and office areas are already being planned along the proposed route.

The Planned Route

The first line will be approximately 12 kilometres long and will run from the harbour through the city centre and Kupittaa to Varissuo. A total of 20 fully accessible stops are planned. The route will connect important residential areas, universities, workplaces, and leisure facilities.

Travel times are expected to improve significantly:

  • Market Square to the harbour: approximately 13 minutes
  • Market Square to Kupittaa: approximately 10 minutes
  • Entire route: around 37 minutes

The trams are expected to operate every 7.5 minutes during peak periods.

Technical and Urban Features

The vehicles will be modern, fully accessible, and designed to accommodate large numbers of passengers. Each tram will carry approximately 220 to 260 passengers, roughly three times the capacity of a standard bus. Initially, 14 tram vehicles are planned.

The project involves much more than laying tracks. Streets along the route will be completely renewed, new cycling lanes will be built, pavements modernised, and additional green spaces created. Around 40 per cent of the overall budget is dedicated to improving the urban environment surrounding the tram corridor.

As a result, the tramway is intended not only as a transport solution but also as a tool for revitalising entire districts of the city.

Costs and Financing

The estimated total cost of the project currently stands at approximately €465 million. This includes:

  • construction of the tram line
  • renewal of roads and infrastructure
  • archaeological investigations
  • purchase of tram vehicles
  • depot facilities and technical systems

Part of the financing is expected to come from Finnish national infrastructure programmes and government support.

Advantages of the Project

Supporters of the tramway point to several potential benefits:

  • faster and more reliable transport
  • reduced dependence on private cars
  • lower emissions
  • more attractive urban development
  • higher capacity in public transport

According to forecasts, by 2050 roughly one third of Turku’s residents will live along the tram corridor, while nearly half of all jobs in the city will be located there as well.

The tramway will also be fully integrated into the regional Föli transport network, allowing passengers to use the same tickets on both buses and trams.

Criticism and Debate

Despite receiving approval, the project remains politically controversial. Critics mainly point to the high costs and fear lengthy construction periods as well as traffic disruption during the building phase. Some also argue that major infrastructure projects in Turku have experienced delays in the past.

Supporters, however, refer to the success of modern tram systems in other Finnish cities, particularly Tampere. There, the tramway has significantly improved the attractiveness of public transport and contributed positively to urban development.

Outlook

If financing remains secure, major construction work is expected to begin within the next few years. Completion is planned for 2032, with regular tram operations beginning in autumn 2033.

The new tramway could fundamentally transform Turku in the long term. The project reflects a broader European trend towards sustainable mobility, modern urban planning, and efficient public transport systems. For Turku, the tramway represents not only a new mode of transport, but also a symbol of the city’s future development.
